EOC Stair Enclosure (Deadline - Friday, February 28, 2020 @ 2:00 PM)

NOTICE: On January 6th, 2020, the Victoria County Commissioners’ Court passed a resolution determining, as required under Section 2269.053(a) of the Texas Government Code, that the construction procurement method which provides the best value for Victoria County for a construction project titled “Victoria County – E.O.C. Stair Enclosure” is the Competitive Sealed Proposal Method specified under Subchapter D of Chapter 2269, Contracting and Delivery Procedures for Construction Projects of the Texas Government Code.

Therefore, pursuant to this action, the Victoria County Commissioners’ Court is seeking Competitive Sealed Proposals for Victoria County – E.O.C. Stair Enclosure until 2:00 p.m., Friday, February 28th, 2020. Proposals will be received by John Johnston, County Engineer, in Administrative Services located in Room 127 of the 1967 Courthouse at 115 N. Bridge Street, Victoria, Texas 77901. Proposals will then be held unopened until March 2nd, 2020, and be opened and read aloud during a meeting of the Victoria County Commissioners’ Court beginning at 10:00 a.m. The Commissioners’ Courtroom is temporarily located in the basement of the Annex Building at 205 N. Bridge Street, Victoria, Texas 77901. Formal action on proposals will be considered at a future meeting of the Commissioners Court.  Proposals shall include all materials, labor, permits, fees, bonds and insurance. Funding source for this project will be general funds or reserve funds.

A mandatory pre-proposal conference will be held at 2:00 p.m., Monday, February 24th, 2020, at the site located at 205 N Bridge St. Victoria, TX 77901.  Proposals received after the stated time and date or from a proposer who did not attend the mandatory pre-proposal conference will be returned to the proposer unopened.

Proposal documents may be obtained by contacting the architect, PGAL at 3131 Briarpark Dr., Suite 200, Houston, Texas 77042 or by calling (713) 622-1444. Documents in PDF format will be e-mailed to proposers on request. Architect can also provide a PDF copy of the proposal documents on a CD for a non-refundable fee of $20.00.

All proposals equal to or greater than $100,000.00 including any additive alternates, must be accompanied by proposal security in the form of a cashier’s check, certified check or proposal bond made payable without recourse to Victoria County in an amount equal to or not less than 5% of the proposal amount including any additive alternates. Performance and labor and material payment bonds will be required equal to 100% of the contract amount, if equal to or more than $100,000.00. Payment Bonds, only, are required if proposal is equal to or greater than $25,000.00, but less than $100,000.00. Prevailing wages adopted by the Victoria County and published in the proposal documents must be paid on this project.

No proposals may be withdrawn for a period of 60 days subsequent to the opening of the proposals without consent of the County. All proposal securities will be retained until contracts have been awarded and executed, but no longer than 60 days. The County reserves the right to reject any and/or all proposals and to accept any proposal deemed by the County as providing the best value for and being most beneficial to the County, and to waive all formalities in the proposal process.
